Project Overview

The State of Florida's Department of Management Services planned a 240,000-squarefoot Emergency Operations Center in Tallahassee, a hardened facility built for continuity of operations under the most demanding conditions. The $100 million project required redundant power, generator systems, and redundant HVAC to maintain uninterrupted mission-critical functions statewide. A project of this technical complexity demanded pursuit materials equal to the challenge. The client needed visuals and a presentation strategy that translated engineering depth into a compelling, accessible story for the selection panel. PRESWERX delivered the renderings, animations, and coaching to make that case.

Client Challenges

The State Emergency Operations Center ranked among the most technically complex facilities the client had pursued. Translating that depth into a compelling selection story required deliberate strategy: 

  • The 240,000-square-foot scope and layered redundant systems needed to read as one coherent narrative, not a technical inventory. 

  • A live interview format demanded clear, fluid delivery under pressure. 

  • Visualizing a hardened facility pre-construction required imagery that conveyed both scale and operational rigor. 

Every element had to reinforce the same message: that this team understood what the project demanded.

Scope of Work

PRESWERX produced a suite of pursuit materials tailored to the demands of a highstakes government selection. Custom renderings depicted the Emergency Operations Center's hardened exterior and mission-critical interior environments, giving the selection panel a concrete visual reference for a facility that did not yet exist. Animations brought the facility's redundant systems and operational logic to life, making complex engineering sequences intuitive and memorable. A polished presentation package organized the client's technical qualifications and project approach into a clear, visually driven narrative. PRESWERX also provided hands-on coaching to prepare the team for the live interview format.

PRESWERX Approach

PRESWERX treated this pursuit as a communication challenge first. The goal was to translate the client's technical depth into a story a selection panel could absorb. 

  • Renderings balanced technical accuracy with visual clarity, grounding the panel in the facility's character before a word was spoken. 

  • Animations were sequenced to address the panel's likely questions about how redundant systems would actually function. 

  • Coaching sessions sharpened the team's pacing, emphasis, and ability to handle technical questions from non-technical evaluators. 

The result was a team that entered the interview with a cohesive story and the confidence to deliver it.
